SECTION XI-5. SALE OF MUNICIPALLY OWNED UTILITIES.
   At no time shall the legislative authority authorize a sale, conveyance or other transfer to be made of any utility service, or facility, owned by the City unless the proposition to do so shall have first received the affirmative vote of two-thirds of the electors of the City voting on such questions, and which questions shall be submitted to the Board of Elections of Lake County by the Council, by transmitting the text of such ordinance, resolution or measure proposing such sale, conveyance or transfer, within 10 days following its passage or adoption. The Board of Elections shall then cause the ordinance, resolution or measure to be submitted for the approval or rejection of the electorate at the next succeeding general or primary election if one occurs within 90 days following the date of passage or adoption of the ordinance, resolution or measure, otherwise to be submitted at a special election to be held not later than said 90-day period. Such ordinance, resolution or other measure shall not go into effect until it has been approved by the affirmative vote of those voting upon the measure. (Adopted May 3, 1966)
