The office of an elected official of the City shall become vacant upon the death, resignation, or recall of the official pursuant to Section 2 of Article IX hereof and may be declared vacant by resolution of the Council if:
(a) The official shall not be a qualified elector of the City;
(b) The official shall not reside in the City, or shall not have resided in the City continuously for the period of time as required by this Charter;
(c) If an official holds other public office or is employed by the City of Willoughby;
(d) The official shall have any material financial interest in any contract to which the City is a party; or
(e) The official shall have been judicially determined to be incompetent.
