SECTION VI-4. BOARD OF ZONING APPEALS.
   There shall be a Board of Zoning Appeals composed of five (5) members who shall be electors of the Municipality, none of whom shall hold any other public office or position in the City. All such members shall be appointed by the Mayor, with the concurrence of a majority of the members of Council, for a term of four (4) years, except that of the five members first appointed after December 31, 1967, two shall be appointed for a term of one (1) year, one for two (2) years, one for three (3) years, and one for four (4) years. The Mayor may remove any member for cause after public hearing and any vacancy shall be filled in the same manner as an original appointment, but only for the remainder of the unexpired term.
   It shall be the duty of the Board of Zoning Appeals to hear and determine appeals made for exceptions to and variations in the application of the provisions of zoning ordinances in harmony with the intent and purposes thereof, and from any ordinance, regulation, rule, restriction or limitation, or order of any administrative official or agency in connection therewith.
