SECTION III-8. SUCCESSOR TO THE MAYOR.
   In the event of the death, disqualification, removal, or resignation of the Mayor, the President of Council shall serve as Mayor until a successor has been chosen at the next regularly scheduled election and the successor is elected, qualified, and inducted or a successor is chosen as set forth in this section. In the event the vacancy occurs less than one hundred (100) days before the next regularly scheduled election, the President of Council shall serve until the next regularly scheduled election or for forty-five (45) days as provided for in this section.
   If the President of Council declines to serve as Mayor, the Vice President of Council shall serve as Mayor. If the Vice President of Council declines to serve as Mayor, Council shall appoint a qualified elector to serve as Mayor. The appointment shall be made within forty-five (45) days of the date in which the vacancy in the Mayor's office occurs. The appointee shall serve until a successor has been chosen at the next regularly scheduled election following the appointment and the successor is elected, qualified, and inducted.
   If Council does not appoint a Mayor within the forty-five (45) day period, the President of Council shall appoint a qualified elector to serve as Mayor until the next regularly scheduled election.
   In the event the vacancy occurs less than one hundred (100) days before the next regularly scheduled election, the appointee shall serve until the election that is regularly scheduled subsequent to the election within one hundred (100) days.
   If the President of Council and the Vice President decline to serve as Mayor, the President of Council shall perform the duties of Mayor until a successor has been appointed and qualified.
