Each member of Council shall have been for at least one (1) year prior to his election, and during his term of office shall continue to be, a resident of the municipality or of any area annexed during said period and a qualified elector thereof, and if elected from a ward, shall be and continue to be a resident of said ward. He shall not hold any other public office or Willoughby City public employment except as otherwise provided in this Charter.
