The municipal corporation now existing and known as the Village of Willoughby shall continue to be a body politic and corporate under the same name and with the same boundaries until such time as it shall be classed as a city when the name shall be changed to the City of Willoughby, Ohio, with power and authority to change its boundaries and annex other territory contiguous thereto in the manner prescribed by the general laws of Ohio; but no territory shall be detached therefrom, nor shall the Village be annexed to any other body without the consent of the Council and of a majority of its electors voting on such question, which question shall be submitted as prescribed by Council.
