(a) The Building and Zoning Inspector shall examine or cause to be examined every building or other structure reported to be unsafe or damaged and shall make a written record of such examination.
(b) The Inspector shall have the authority and power to condemn as a public nuisance any structure which he deems to be injurious to the public health, safety or welfare.
