No property owner, part owner, occupant, renter, contractor, or satellite earth station manufacturer shall place any lettering, numbers, or numerals, symbols, pictorial displays, signs, designs, or any form of advertising or means of identification on a satellite earth station other than a manufacturer's small identification nameplate.
