(a) No person shall cause any filling or bank restoration to be conducted within the City unless the material being used therefor is fill consisting of natural earthen products such as slag, sand, stone, gravel or crushed concrete, free of contaminating material or hazardous objects. No fill shall consist of or contain any cinders, ashes, fly ash, tree stumps or any other material or substance prohibited by any of the provisions of these Codified Ordinances or of State or Federal statutes.

(b) No person shall do any filling or restoration under Section 1323.07 or subsection (a) hereof without first filing a written notice thereof with the Building and Zoning Inspector. No fee shall be charged for the filing of such notice.
