The Planning Commission may approved modifications in the standards set forth in this chapter that are related to the design of a subdivision but not including standards and regulations set forth in the district regulations or in the construction specifications adopted by Council. In reviewing any request for a modification, the Planning Commission shall consider the factors for variances set forth in Section 1109.09(b).
