For the purpose of this Planning and Zoning Code, the City Council shall have the following powers and duties:
(a) Confirm or reject an environmental assessment statement for a proposed project.
(b) Review and act on all preliminary plats for major subdivisions.
(c) Confirm or reject all final plats for major subdivisions, including the financial guarantees for required improvements.
(d) Initiate or act upon proposed amendments to the Planning and Zoning Code or Zoning Map. Final action upon a proposed zoning amendment shall be taken at or after a public hearing.
