All public officials of the City, vested with the duty and authority to issue legal documents, shall not issue permits or certificates for any building or use that would result in conflict with provisions of this Planning and Zoning Code. However, should such a permit or certificate in conflict with the provisions of this Planning and Zoning Code be issued, it shall be deemed null and void, unless it would operate to the prejudice of an owner who has acted in good faith in reliance thereon.
