1101.03 OBJECTIVES.
   It is intended that the provisions of this Planning and Zoning Code shall be applied to achieve the following objectives:
(a)   To protect the character and values of the residential, business, service, industrial, institutional and public uses and to assure their orderly and beneficial development; and to discourage premature, uneconomical or scattered divisions.
(b)   To provide adequate open spaces for light and air, to prevent overcrowding of the land, to prevent excessive concentration of population and, conversely, to prevent sparse and uncoordinated development and discourage premature, uneconomical or scattered subdivisions.
(c)   To ensure safe and convenient traffic circulation, both vehicular and pedestrian.
(d)   To improve the public safety and to lessen congestion by locating buildings and uses in relation to streets so as to cause the least interference with and be damaged least by traffic movements;
(e)   To provide for adequate yet economical provisions for public facilities, utilities and services such as water supply, sewer system and transportation systems, as well as recreation, schools and other public facilities, in order to conserve public funds.
(f)   To conserve the natural resources of the City;
(g)   To ensure the accurate surveying of land and recording of plats; and
(h)   To encourage the most appropriate uses of the land and guide the future development of the City in accordance with the Comprehensive Plan.
