All moneys collected by the Director of Finance under authority of this chapter, or which in any manner come into his hands as payments for sanitary sewerage services or expense, shall be paid by him into the City Treasury, to the credit of the Sanitary Sewer Revenue Fund, on the last business day of each month, or more often and shall be conserved and disbursed by the Director of Finance, as the fiscal officer of the City, in the manner provided by law.
