The Director of Finance is hereby authorized to administer the provisions of this chapter; all charges and rentals shall be collected by the Director, who shall appoint the necessary officers and agents for such purposes.
The Director of Public Service is hereby authorized and directed to make such bylaws and regulations as are necessary for the safe, economical and efficient management and protection of the sewerage system and sewage pumping, treatment and disposal works. Such rules and regulations shall have the same force and effect as ordinances, when not repugnant thereto, or to the Constitution or laws of the State.
