913.02 DEFINITIONS.
   For the purpose of this chapter:
(a)    "Debt service" means the funds used for the retirement of principal and interest on bonds, notes or other authorized indebtedness issued to construct sewerage system facilities.
(b)    "Commercial user" includes retail or wholesale business establishments that discharge wastewater into the public wastewater treatment system, works and facility.
   (c)   “Deduct meter” is located after the primary meter and meters water that has been measured by the primary meter and does not enter into the sanitary sewer system. Water measured by the deduct meter is subtracted from the total water measured by the primary meter to calculate the sanitary sewer charge for the location.
(d)    "Industrial user" includes users discharging waste resulting from manufacturing activities involving the mechanical or chemical transformation of materials or substance into other products. These activities occur in establishments usually described as plants, factories or mills, and characteristically use power-driven machines and material handling.
(e)    "Institutional/governmental user" includes hospitals, nursing homes, schools, City, County, State or Federal buildings or facilities that discharge wastewater into the public wastewater treatment system, works and facility.
(f)    "Industrial wastes" means the liquid wastes from industrial processes as distinct from sanitary sewage.
(g)    "Operation and maintenance costs" means the cost incurred in the act of keeping all facilities for collecting, pumping, treating and disposing of sewage in good state of repair and functioning properly, including the replacement of such facilities when necessary.
   (h)   “Primary meter” means that meter through which all water to an account (location) flows and is measured. The primary meter is used to calculate the total water used and sanitary sewer charges for a defined billing period as provided in Section 913.03.
(i)    "Replacement" means expenditures for obtaining and installing equipment, accessories or appurtenances which are necessary during the useful life of the treatment works to maintain the capacity and performance for which such works were designed and constructed.
(j)    "Residential user" means a principal family residence or habitation classified as a single-family, multi-family or apartment dwelling that discharges domestic sanitary wastewater having characteristics of "normal sewage", as defined under Section 915.02 of the Codified Ordinances.
(k)    "Sanitary sewage" means sewage discharged from the sanitary conveniences of dwellings (including apartment houses and hotels), office buildings, factories, or institutions, and free from storm and surface waters and industrial wastes.
(l)    "Sewer service charge" means the total charge levied against users of the sewerage system for sewer service. The charge shall include user charges plus the cost of debt service.
(m)    "User" means any person who discharges, causes, or permits the discharge of wastewater into the wastewater treatment system.
(n)   "User charge" means the charge assessed users of the sewerage system to recover the cost of operation, maintenance and replacement of the sewage collection and sewerage treatment system, and the cost of rendering bills and collecting sewer service charges.
(o)    "User classes" means classes of sewer users, including residential, commercial, industrial and institutional/governmental.
(p)    "Wastewater" means the liquid and water-carried waste from dwellings, commercial buildings, industrial facilities and institutions, together with any groundwater, surface water or storm water that may be present, whether treated or untreated, which is discharged or permitted to enter the wastewater treatment system.
