All storm or sanitary sewer mains constructed within the City, whether within public right of way or on private property, shall, upon completion of construction, be internally inspected by photography, and the party responsible for the construction shall provide the developed film and written report of the inspection to the City Engineer. Upon receipt of the film and report, the City Engineer shall inspect and review the same in addition to all other inspections of the construction and shall not approve the construction until he is satisfied that the sewer is completed in accordance with law and is free of defects that would impede the serviceability thereof. This section shall not apply to houses or service connections unless the connections are of pipe in excess of six inches in diameter.
