Any bridge, span, viaduct, tunnel or underpass within the City shall, within the right-of-way limits thereof, be considered a public street or thoroughfare, as shall any lane, alley, trail, road, boulevard or any other path or avenue which has been dedicated to public use or which has been used as such by the public for a period in excess of twenty-one years.
