No person except a contractor performing City work on a regularly awarded City contract shall excavate within or bore or tunnel through, along or across the limits of any street, alley or public grounds in or owned by the City, for the purpose of installing, maintaining, repairing and removing sewer, water or gas lines, telephone , cable television, communication or power conduits or cables, or any other structure, including those structures carrying overhead electric, telephone, cable television or communication circuits, without first having obtained a permit for such work from the City.
