No private citizen, corporation, business, unincorporated association, public official or any other person(s) shall construct, maintain or operate a waste processing plant or incinerator which will accept, store, sort and process foreign waste within the City Municipal limits. Foreign waste for the purposes of this law shall be defined as any garbage, infectious waste, nuclear waste, toxic waste or municipal waste originating outside the City Municipal limits.
