The maximum rates of fare that may be charged for taxicabs or the use thereof shall be as follows:
(a) For the first one-half mile or fraction thereof, one dollar and seventy cents ($1.70).
(b) For each succeeding one-fifth mile or fraction thereof, thirty cents ($0.30).
(c) For time spent waiting for a customer, twenty cents (20¢) per minute.
(d) Senior citizens shall receive a discount of fifty-five cents (55¢) off the total fare, regardless of the distance traveled.
