If a license is denied, revoked or suspended, or a renewal is refused, the Director shall cause written notification of such denial, revocation or suspension, or refusal to renew, to be given to the applicant by certified mail at the address stated in the application, and such written notification shall include the basis for such denial, revocation, suspension, or refusal. An applicant receiving such notification may request a hearing, in writing, before the Director or his designate. A hearing requested under this section shall be held within seven days of receiving the request. A person or organization requesting such a hearing may appear on his, her or its own behalf or through an attorney.
