In determining such public convenience and necessity, the Director shall consider the number of taxicabs operating in the City at the date of such application and shall, in the issuance of such certificate, consider the following:
(a) Whether the demands of the public require the additional taxicab service;
(b) The financial responsibility of the applicant;
(c) The number, kind and type of equipment to be used; and
(d) Whether the additional taxicab service will result in such congestion of traffic in the streets and at the taxicab stands as will constitute a demoralization of the taxicab business or be conducive to a greater public hazard. The judgment of the Director on the question of convenience and necessity, as well as the qualifications of the applicant, shall be final and conclusive.
