769.05 APPLICATION FOR CERTIFICATE.
   Applications for Certificates of Public Convenience and Necessity ("Certificate") shall be filed with the Director on such forms as the Director or his designate shall prescribe. Such an application shall contain a statement of the name and address of the applicant and, if the applicant is other than an individual, it shall clearly state the nature of its organization, whether incorporated, a partnership or otherwise, and the character of the business it transacts. The application shall also contain the nature and description of the equipment to be used, the number of taxicabs to be operated and a statement that the applicant, if granted a Certificate, will operate his taxicab business so as to be available for service to the public at all hours unless the applicant shall demonstrate that the public convenience and necessity do not require service at all hours, and, in addition, such other facts as may be necessary. The application shall be accompanied by a nonrefundable application fee of two hundred and fifty dollars ($250.00) to cover the expenses of the City investigating the applicant, serving notice of public hearing, and considering the grant or denial of the Certificate sought by the applicant. Any person or organization possessing a Certificate on or before December 31, 1998, shall be exempt from paying the aforesaid nonrefundable application fee.
