The Director is vested with the following power and authority:
(a) To supervise and regulate the operation of all taxicabs within the City;
(b) To require the filing of annual reports, schedules or rates of fare and other data by all taxicab operators operating within the City so that the provisions of this chapter shall be carefully observed and fully carried out; and
(c) To prescribe rules and regulations and to issue orders in conformity with the . provisions of this chapter, applicable to any and all taxicab operators.
