769.03 CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY REQUIRED.

No taxicab operator shall operate any taxicab for the transportation of persons within the City without first obtaining from the Director of Public Safety, hereinafter referred to as "the Director," a certificate declaring that the public convenience and necessity require such operation.
