The provisions of this chapter shall not apply to taxicabs from other jurisdictions, and having no Willoughby City license, bringing passengers into the City. But this chapter shall apply to the solicitation or acceptance of passengers in the City of Willoughby, and no operator or driver of any taxicab shall solicit or accept any passengers within the City of Willoughby, hereinafter "the City," for any destination without first obtaining the necessary certificate and licenses required by this chapter.
