(a) Establishment License Required. No person shall engage in, or carry on, the business of massage unless he has a valid massage establishment license issued by the City pursuant to the provisions of this chapter for each and every separate office or place of business conducted by such person.

(b) Massager's Permit Required. No person shall practice massage as a massager, employee, or otherwise, unless he:
(1) Has certification or proof of graduation from a course of instruction for a period of not less than one (1) year and a minimum of six hundred (600) clock hours at an approved school of massage therapy; and
(2) Has a valid and subsisting massager’s permit issued to him by the City pursuant to the provisions of this chapter.
(3) No permit under this chapter shall be required if the massager or employee has been certified or licensed by the State Medical Board to practice massage.
