An appeal from any decision of the Director of Public Safety revoking a certificate of necessity, a license to operate or a driver's license may be made to a Board of Appeals which is hereby created and which shall be composed of the Mayor, or, in case the Mayor is also acting as the Director of Public Safety, the Director of Finance, the Chairman of the Safety Committee of Council and the Director of Law. The Board is hereby authorized, after full hearing, to affirm, modify or reverse the decision of the Director of Public Safety.
