The following fees are hereby established for the issuance of driver's licenses:
(a) For each original license, one dollar ($1.00);
(b) For each renewal thereof, one dollar ($1.00);
(c) For the replacement of any license lost by any licensee, fifty cents (50¢).
The foregoing license fees for drivers shall be paid by the person holding the certificate of necessity and the license to operate under which drivers are employed.
