The Director of Public Safety shall make such investigation or examination of every applicant for a driver's license as he deems necessary and he may, in his discretion, appoint some person or persons to serve without compensation in assisting him in investigating and examining applicants for drivers' licenses. The Director may, if he deems it necessary, require any applicant for a driver's license to submit the certificate of a reputable physician showing that he has examined the applicant within sixty days prior thereto and that he has found him to be of sound physique, with good eyesight and not subject to epilepsy, vertigo, heart trouble or any other infirmity of body or mind which might render him unfit for the safe operation of a school bus.
