Any license to operate may be suspended or revoked at any time by the Director of Public Safety in case:
(a) The Director finds the owner's past record to be unsatisfactory;
(b) The owner fails to operate his school bus or buses in accordance with the provisions of this chapter and other ordinances of the City and laws of the State;
(c) The owner fails to keep on deposit with the City the policy of insurance or bond of indemnity hereinabove described or to comply with any order of the Director in replacing the same with other policies of insurance or bonds of indemnity as hereinabove provided for. However, no license to operate shall be revoked unless and until due notice of a hearing has been given to the holder thereof and such hearing has been duly had thereon.
Any person whose license to operate has been revoked by the Director may appeal from the decision of the Director thereon to the Board of Appeals as hereinafter provided.
