As used in this chapter:
(a) "School bus" means every motor vehicle designed for carrying more than nine passengers and which is used to transport children to or from a school session or a school function. However, "school bus" does not include a bus owned or operated by the Board of Education of a city, local or exempted village school district, by a municipally owned transportation system, by the State or any of its agencies or by any political subdivision of the State or its agencies.
(b) "Owner" means any person, firm, partnership or corporation who has control, direction of operation, maintenance or the benefit of the collection of revenues derived from the operation of a school bus on or over the streets of the City, whether as owner, licensee, bailee or otherwise, except a driver as hereinafter defined.
(c) "Driver" means every person actually in charge of the operation as the chauffeur of a school bus as heretofore defined, whether as owner, agent, servant or employee of the owner.
(d) "Director" means the Director of Public Safety.
