(a) All permits referred to herein shall be issued by the Director of Public Safety consistent with the "Rules and Regulations governing boxing and wrestling exhibitions within the City of Willoughby".
(b) Upon application for a permit and as a further condition to the issuance of a permit, the Director may prescribe such regulatory measures for conducting the exhibitions as he deems appropriate for the safety of the public.
