All public dances shall be discontinued on or before the hour of 12:00 midnight immediately following commencement thereof, provided, however, that upon the application of a bona fide and responsible organization or society and upon an investigation, the Mayor may grant the organization or society a permit to continue a dance until not later than 3:00 a.m.
