All licenses herein referred to shall be issued by the Mayor and the fee therefor shall be one hundred dollars ($100.00) per calendar year for each public dance hall. In case of a single or isolated public dance or ball the fee for the permit therefor shall be two dollars ($2.00) unless all the proceeds from the dance or ball are donated to charity or to a religious or welfare organization, in which case no fee shall be charged.
