739.03 ENFORCEMENT.
   (a)   A Solid Waste Licensing Board consisting of the Director of Public Safety, the Fire Chief and the Building and Zoning Inspector is hereby created, with the Director of Public Safety as Chairman. Except where otherwise provided, a majority of the members of such Board shall constitute a quorum. The Board shall appoint a Secretary for itself from among the employees of the City, adopt its own procedural rules and keep a record of its proceedings and transactions. The Solid Waste Licensing Board shall hereafter be referred to as the “Board”.
   (b)    It is hereby made the duty of the Board to enforce or aid in the enforcement of all provisions of this chapter, and for this purpose any of the above members of the Board, or their duly authorized representatives, shall have the right and are hereby empowered to enter upon any premises on which any business subject to the provisions of this chapter is located and to inspect the same at any reasonable time. The Board is further empowered to issue orders granting, renewing and revoking any license provided for in accordance with the provisions of this chapter.
