(a) No person, corporation, or other business entity, shall act as a junk dealer, scrap dealer or scrap processor in the City, whether personally, by agents or employees, singly, or along with some other business or enterprise, without first having obtained a license therefor from the Solid Waste Licensing Board in accordance with the provisions of this chapter. A junk dealer, scrap dealer, or processor who operates more than one junk yard or scrap yard within the City shall be required to have in effect a separate license for each yard.

(b) No individual shall act as an itinerant junk dealer or scrap dealer in the City without first obtaining a license therefor from the Solid Waste Licensing Board in accordance with the provisions of this chapter.
