Upon receipt of any license application the Public Safety Director shall inquire into the same. When satisfied that neither fraud nor deception in the conduct of the sales or in the advertising thereof, nor misrepresentation of the goods to be sold is intended or will be practiced and that the applicant has complied with all requirements of law, the Safety Director, upon receipt of the bond required by Section 719.05, and duly approved by the Law Director as to form and sufficiency, shall issue a license to the applicant.
