(a) No person shall work in a manhole within the City nor shall any person, firm or corporation direct or allow another under his supervision to work in a manhole, without first having a person act as a guard at the entrance to such manhole, and such guard shall remain at such entrance while work is being done in such manhole.
(b) The Clerk of Council is hereby directed to transmit a certified copy of this section to the Ohio Bell Telephone Company, the East Ohio Gas Comr any, the Cleveland Electric Illuminating Company and any other person, firm or corporation known to the City whose operations normally require employees or agents thereof to enter any manhole within the City.

(c) Whoever violates this section is guilty of a minor misdemeanor.
