§ 72.02 PARKING PROHIBITED IN PUBLIC ALLEYS.
   (A)   For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      MERCHANDISE. Goods bought and sold in a commercial enterprise or retail business.
      OBSTRUCT. To render impassable or to render passage unreasonably inconvenient or hazardous.
   (B)   No person shall park or leave standing in any public alley in the city any vehicle that obstructs the alley to any member of the public.
   (C)   Exception. It shall be an exception to this prohibition that a person is loading merchandise or passengers for a one-hour period each day.
   (D)   The City Manager may authorize the posting of “No Parking” signs in public alleys in the city, prohibiting parking and/or describing the times for loading and unloading merchandise or passengers in a public alley.
