No person shall drive or operate truck traffic, or cause or permit to be operated, driven or moved, upon any public roads or streets within the city any commercial vehicle, except on those publicroads or streets which are designated as truck routes in § 71.17, with the exceptions as set forth in § 71.19 and § 71.20.
