For the general improvement and welfare of the city, there is hereby ordered to be exempted from assessment and collection for the year 1988 and for each year thereafter, until it be otherwise provided and ordained, a sum of up to a maximum of $5,000 on all residential homesteads in the city that are owned by persons over 65 years of age.
