In addition to the above rates, the groundwater reduction plan pumpage fees, rates and charges assessed to the city under its contracts with the San Jacinto River Authority (“SJRA pumpage fees”) and the Willis alternative source of water (WASW) shall be passed through and assessed to the in-city and out-of-city residential and commercial customers. Such fees shall automatically increase per 1,000 gallons of water consumed by in-city and out-of-city residential and commercial customers as the SJRA pumpage fees are raised by the San Jacinto River Authority. There shall be an additional charge to all such customers of 20% of the SJRA pumpage fees per 1,000 gallons of water consumed to recover the city’s additional costs associated with the contract with the SJRA.
