The zoning regulations and districts established in this chapter have been made in accordance with a comprehensive plan for the purpose of promoting the health, safety and general welfare of the City of Willis, Texas, and its inhabitants. Such regulations and such districts have been designed to lessen congestion in the streets; to secure safety from fire, panic and other dangers; to facilitate adequate provisions of transportation, particularly in times of natural disaster when timely evacuation is critical for the protection of lives; to provide adequate light and air; to prevent the overcrowding of land; to avoid undue concentration of population; and to facilitate adequate provisions of water, sewage, schools, parks and other public requirements. They have been made with reasonable consideration of the character of the City and its suitability for particular uses, and with a view of conserving the value of buildings and encouraging the most appropriate use of land throughout the city.
