The company may seek relief from any ruling, decision, interpretation, or order by any official of the city in the application of this chapter, or other ordinances related to the occupancy and use of the public rights-of-way. In those cases, the company shall have the right to appeal to the City Council for relief by filing a written appeal for relief with the City Manager. If the appeal is filed, the City Council shall set a time and place for the hearing and so notify the company. The hearing shall be held within 30 days of the appeal being filed, and at least five business days after notification of the company of the date and time of the hearing, unless the time periods are waived by the company. The City Council by majority vote shall decide the appeal.
