The company may not assign or transfer its rights under this chapter without the consent of the city, not to be unreasonably withheld. The foregoing shall not be construed to prevent a change of control effected by the sale of the company's business, transfer or control of its outstanding stock, merger, or otherwise unless the identity of the company's business is materially changed thereby.
