The purpose of this chapter is to:
(A) Assist the city in the competitively neutral and nondiscriminatory management of the physical use and occupancy of its public rights-of-way by telecommunications service providers;
(B) Secure fair and reasonable compensation for the physical use and occupancy of the public rights-of-way by telecommunications service providers in a nondiscriminatory and competitively neutral manner; and
(C) Assist the city in protecting the public health, safety, and welfare.
