Any applicant shall have the right to appeal the denial of a park or playground permit to the City Council by filing a written notice of appeal with the City Secretary within 30 days of the date upon which the notice of denial was given by the Police Department. The appeal shall be heard and determined by the City Council within 30 days of the filing of the notice with the City Secretary.
