If the Police Department finds the application should not be granted for any reason, it shall deny the application and shall notify the applicant, in writing, of the reasons for the denial within ten days of the applicant's receipt. Any application not denied within the period shall be deemed approved. Denial and notice shall be deemed given upon mailing by certified mail, return receipt requested, to the applicant at the address set forth upon the application.
